GIPSIES have moved back onto a notorious fly-tipping site in Newport weeks after the city council began a £50,000 operation to clear and secure it.
Around 17 caravans parked up at the former LG factory site in the Coedkernew area on Monday.
It is believed they gained entry through a locked metal gate.
Last year some 20 tons of potentially harmful waste, including gas cylinders and building materials, was dumped at the site.
A Newport council-led operation to clear the site is now complete and an operation to improve security, including erecting fencing and piling up banks of earth to prevent access, has begun.
