Staff at Surrey Ambulance Service NHS Trust are dedicated to treating patients with great respect and sensitivity, according to a report from the Commission for Health Improvement (CHI).
Peter Homa, chief executive of CHI, said; "We found many examples of the thoughtful and kindly way staff care for patients, both in ambulances and the call centre."
But the Trust does have some operational difficulties, including an ageing radio system, problems with ambulances breaking down, and occasionally basic equipment is missing from vehicles.
Mr Homa maintained the Trust had a progressive outlook, and awaited its action plan.
