A bid for an Olympic preparation camp is part of future plans for the Colchester 2020 partnership.
The 2012 Olympics will be staged in London and members of the partnership said they were keen to make the most of it.
The Olympics has been made one of the partnership's priorities for the coming year, along with affordable housing, the community stadium, business and transport.
Adrian Pritchard, chief executive of Colchester Council, said: "We have been working with the Garrison and Essex University to get a preparation camp.
"We have submitted our application and have seen some of the others, we're very happy about it."
